Scott Tanner returning as Manning city administrator

The City of Manning is once again turning to Scott Tanner to lead its municipal operations.

Mayor Julia A. Nelson announced Friday that Tanner has been appointed city administrator, effective Aug. 11, bringing back the city's longest-serving administrator a little more than a year after he left to accept a leadership position with Florence County.

In a statement released on behalf of City Council, Nelson said Tanner's return provides the city with a familiar leader who understands Manning's operations and long-term goals.

"As City Administrator, Scott will serve as the City's chief administrative officer, responsible for the day-to-day operations of municipal government, providing leadership to our department directors, and helping implement the Council's strategic vision for Manning's future," Nelson said.

Rather than introducing a new face, Nelson described Tanner's appointment as "returning home to Team Manning."

"We are already familiar with his professionalism, leadership, and extensive knowledge of economic development, infrastructure improvements, and sound budget management," she said. "Most importantly, Scott's integrity, commitment to public service, and understanding of our community's needs are second to none."

Tanner resigned in May 2025 after serving 12 years as Manning's city administrator to accept the position of executive administrator of operations for Florence County. His resignation became effective June 26, 2025.

At a farewell reception last year, city leaders presented Tanner with a plaque and the key to the city, recognizing what Mayor Nelson described as the longest tenure of any city administrator in Manning's history.

During his previous service, Tanner oversaw an estimated $40 million to $50 million in water and sewer infrastructure improvements, including upgrades to the city's wastewater treatment system. He also secured grant funding for major infrastructure projects that city leaders said positioned Manning for future growth.

Following Tanner's departure, City Council appointed John Singh as city administrator in September 2025. Singh began serving in the role later that month under an employment agreement that included an initial probationary period. The council later chose not to extend that agreement, and the position has been vacant since May.

Nelson said City Council believes Tanner's experience and familiarity with Manning will allow him to immediately resume leading city operations.

"We are excited to welcome back someone whose values and dedication align so closely with the vision we have for our city," she said. "We look forward to the positive impact Scott will make as we continue working together to build an even stronger future for the City of Manning."
