Lakisha Nicole Blackwell, 27, of 1355K Blackwell Court in Sumter, was arrested on an outstanding warrant for shoplifting about 7:10 p.m. Aug. 21 at an apartment complex in the 200 block of Alfred Henry Drive in Manning. According to reports, the Manning Police Department responded to the complex at the direction of Chief Blair Shaffer, who received an anonymous report that two males and three females were smoking marijuana in front of one of the buildings. The two males fled on foot, and the three females were checked through dispatch for warrants. The other two females were clear, and no marijuana was found.
