CCSD Board of Trustees Approves First Reading of Cell Phone Policy Mandated by the South Carolina Board of Education

The Clarendon County School District (CCSD) Board of Trustees has officially approved the first reading of a new Cell Phone Policy, as mandated by the South Carolina Board of Education (SCDE). This crucial policy aims to foster a positive educational environment by allowing teachers to provide effective instruction while minimizing electronic distractions for students.

Without the implementation of this new policy, the district would have faced a significant loss of upwards of 25% of its state budget. Along with the SCDE, the CCSD Board believes that limiting the use of personal electronic devices during the school day enhances student focus and engagement during instructional periods. By implementing this policy, the district aims to create a more conducive atmosphere for learning and teaching. Definitions of terms to be included in the policy:

● Personal Electronic Device: Any device utilized to access the internet, wi-fi, cellular telephone signals, or to capture images or video. This includes but is not limited to, cell phones, smart watches, tablets, and gaming devices.

● Personal Electronic Device Accessories: Accessories that connect to personal electronic devices, such as wired or wireless accessories and wearable technologies.

● School Day: The period a student is present on campus from arrival (e.g., tardy bell) until afternoon dismissal.

● Access: Viewing, holding, wearing, or using a device for the purpose of communication, internet access, gaming, or recording. Devices should be powered off and stored as directed by the district during the school day.

● Authorized for Classroom Use: The explicit approval for the use of personal electronic devices in a classroom setting, with alignment to educational objectives.

Dr. Shawn Johnson, CCSD Superintendent, stressed the significance of keeping families informed about this new policy. “We want our parents and guardians to be aware of what to expect and to plan accordingly. Importantly, this policy is not designed to create a barrier for our students or compromise their safety but rather to reduce distractions that can hinder our students' academic success. It is also crucial that we adhere to the mandates of the state school board to ensure compliance with the regulations governing our educational system.”

Implementation: Students will be prohibited from accessing personal electronic devices during the school day unless authorized for educational purposes. Devices and any accessories must be stored according to school administration directives. Students who are members of volunteer firefighting or emergency organizations may be authorized to wear devices with written permission. Staff members have discretion regarding device use during field trips and school-sponsored activities. Furthermore, if outlined in a student’s Individualized Education Plan (IEP), 504 Plan, or Medical Plan, access to personal electronic devices will be allowed for medically or educationally necessary purposes.

This policy will not apply before or after the school day, except during school-sponsored activities. Consequences: Any student who violates this policy will be subject to disciplinary actions in accordance with the Student Discipline Code. (Note: Once approved, this policy is subject to change based on updates from the South Carolina State Board of Education.) The CCSD Board of Trustees remains committed to providing a safe and focused educational environment that enhances learning opportunities for all students. The successful implementation of this policy is essential for maintaining the district's financial stability and educational integrity.
