Manning City Council and Manning Mayor Julia Nelson recognized Rayvon Witherspoon on Monday night for scoring 1,130 career points during his time with the Manning High School Monarchs basketball team. Witherspoon hit the mark and broke the school's scoring record during the 2015-16 Manning High School basketball season.
