Council looks at tax agreement with industry planning 26 jobs, $2.6M investment

Clarendon County Council members approved Monday an initial agreement with a still-secret industry which could bring 26 jobs and a $2.6 million investment to the area. Clarendon County Development Board Executive Director George Kosinski said details on the project, currently known as Project StarTrak, will hopefully be available to the public by the first quarter of 2016. According to South Carolina law, public entities like County Council may enter into fee-in-lieu-of-taxes agreements with industries, keeping the details secret until the agreements are approved by three readings and a public hearing and then by the proposed company. FILOT agreements provide incentives to companies locating to South Carolina communities by allowing industries to pay a set annual fee, instead of property taxes, which change from year to year. County Council will hold a second reading and public hearing 6 p.m. Dec. 14 during their regular monthly meeting. Kosinski said third reading will likely be held at the same time the following Monday. This is the county's second FILOT offer since Kosinski joined the Development Board. The county approved in mid-November a FILOT with a still-secret industry known only as Project Jacket. Kosinski said full details will be available at the first of the year.
