TURBEVILLE TOWN COUNCIL MEETING

February 13, 2024
6:30 p.m.

Members Present: Mayor Tammy Hicks, Councilmembers Herbert Mims, Albert Mobley, Judy Coker, and Ericson Coker

Others Present: Town Clerk Kaitlin Alexander, Public Works Director Ellis Evans, Town Administrator Howard Garland, Clarendon County Councilman Pat Coker, Tonya Byrd, Sheriff Tim Baxley, and Jenna Windham.

  1. Mayor Hicks called the town council meeting to order at 6:30 p.m. and declared that a quorum was present. Councilmember Mims offered the invocation.
    2. Mayor Hicks introduced for council’s consideration the agenda for the February 13, 2024, regular council meeting. A motion was made by Councilmember Mobley to approve the agenda. The motion was seconded by Councilmember Ericson Coker and passed by
    unanimous vote.
    3. Mayor Hicks asked if anyone was present who wished to address council. Jenna Windham wanted to be granted permission to continue with the tradition of the Puddin Swamp Festival. She said for this year she would like to include what she had been trying to do for the last two years by having a parade and car show to be added in with the festival’s activities. If granted, the festival would take place April 11-13 th 2024. Councilmember Judy Coker made a motion to approve her request and was seconded by Councilmember Mims. Next, Sheriff Tim Baxley gave an update on police activity for the Town of Turbeville. From January 1 st until today, there have been 175 calls of service for the town and 390 property checks as well. His department plans on working with the Puddin Swamp Festival to have everything ready. Sheriff Baxley also mentioned how he would like to do another Screen on the Green, since it was such a big hit with the community. Lastly, he added that 150 flock cameras were being added to Clarendon County and that one is going right at Donny’s Truck and Auto and one at the Barrineau crossroads as well. They are also getting close to starting work on the fire station with an office for the police.
    Ms. Jennifer Powell mentioned how she would like to do a heart walk for the community. 4. Mayor Hicks introduced for council’s consideration the minutes from the January 11, 2024, regular council meeting. A motion was made by Councilmember Mims to approve the minutes as written. The motion was seconded by Councilmember Mobley and passed by unanimous vote.

5. Public Works Director Ellis Evans gave an update on the Cypress Well Replacement Project by stating that the pump had passed the test for the well.

6. Mayor Hicks mentioned that the town had put an ad for flooring estimates in the newspaper and February 11 th was the final deadline for bids. The town only had one from Grant Cannon and his dad. They quoted the town for $32,250.00. This would include the replacement of flooring in the courtroom, three offices, kitchen, and hallway, as well as a new gutter system. Councilmember Ericson Coker made a motion to approve this decision and was seconded by Councilmember Mims.
7. There being no further business, Councilmember Judy Coker made a motion to adjourn. The motion was seconded by Councilmember Mims and passed by a unanimous vote. The meeting was adjourned at 7:00 pm.
