Turbeville Town Council discusses water operator proposal and financials in regular meeting

The Turbeville Town Council convened for its regular monthly meeting on August 13th, where the need for a new water and wastewater operator was a central topic of discussion alongside a review of the town’s financial status.

The meeting, held at Town Hall, opened with the usual formalities, including an invocation, the Pledge of Allegiance, and the adoption of the agenda. Public participation was encouraged, but no significant public comments were noted.

A key item on the agenda was the presentation of a proposal from S & T Water Utilities to take over as the town’s interim water and wastewater operator. With over 30 years of experience serving nearby counties, S & T Water Utilities offered to provide daily checks of the wastewater treatment plant, pump stations, and wells, along with handling necessary sampling and testing. The company’s owner, Terry E. Floyd, outlined the benefits of starting the contract on an hourly, interim basis to better understand the town’s specific needs before moving to a monthly agreement.

“To be fair to both of us, we would need to start our relationship on an interim basis,” Floyd stated in the proposal. The council took the presentation under advisement, with no formal action taken on the proposal during the meeting.

In addition to the water operator discussion, the council reviewed the routine Public Works report for May 2024. Public Works Director Ellis Evans reported that the town’s wells pumped nearly 12 million gallons of water, and the sewer plant processed over 12 million gallons of waste during the month. The report also covered various maintenance activities, including water line repairs and the flushing of fire hydrants to improve water quality.

The council also reviewed the town’s financial report, which highlighted several key figures for the month. The Water Department was one of the primary contributors to the town’s income, generating $301,429 for the month. Administration accounted for $56,300, while the Sewer Department contributed $43,570. Other categories, such as Recreation, Judicial, and Streets & Beautification, reported no income for the month.

Mayor Tammy Hicks provided an overview of her activities in July, which included ongoing discussions with the Highway Department about rumble strips and coordination on the town fountain insurance claim. The Mayor’s Report also mentioned her attendance at several town events and her involvement in administrative tasks.

Town Administrator’s report for July 2024 detailed various administrative efforts, including legal consultations regarding the fountain insurance claim, progress on the comprehensive plan, and upcoming LED streetlight upgrades scheduled to begin later in the month.

The council accepted the reports as information, and the meeting was adjourned by Mayor Hicks. The next regular council meeting is scheduled for September 10, 2024.
