The Turbeville Town Council convened on November 12 for its regular monthly meeting, addressing critical infrastructure improvements, reviewing financial updates, and approving the annual meeting schedule for 2025.
The council unanimously approved a bid from RCB Contractors, LLC for the Puddin Swamp Road Water Main Extension Looping Project. The Gallivants Ferry-based contractor submitted the lowest bid at $766,831.50, outpacing three other competitors. The project aims to enhance water system reliability and address ongoing issues with water pressure in the area.
Public Works Director Ellis Evans reported on October’s operations, which included processing over 10.4 million gallons of water and nearly 8 million gallons of wastewater. The maintenance team also repaired water leaks, conducted sewer line cleaning, and performed equipment maintenance at the wastewater treatment plant. Evans noted that sludge removal at the treatment plant, delayed by Hurricane Helene, is now progressing.
Town Administrator Howard Garland provided updates on key administrative projects, including grant applications for the Highway 301 water line and Horse Branch Road extensions. He announced that the town received $40,000 from the state for Town Hall flooring replacement, which has been incorporated into the fiscal year 2024-2025 budget. Garland also highlighted ongoing work to update the town’s zoning plans in collaboration with the Santee Lynches Council of Governments.
The council also approved the 2025 meeting schedule and reviewed remaining American Rescue Plan Act (ARPA) funds, totaling $244,451, which are allocated for infrastructure and community development projects.
The financial report for October revealed that the Administration Department generated $58,322 in revenue, bringing the year-to-date total to $207,404. Judicial operations contributed $458 for the month, while other departments, including Recreation and Streets & Beautification, reported no income. These figures reflect the town’s strategic focus on long-term projects rather than immediate revenue generation.
The council discussed reapplying for Tree City USA status, a program that promotes urban forestry management. Turbeville last held the designation in 2007, and council members noted its potential benefits for community beautification and environmental sustainability.
