Survey effort begins for proposed Dinkins Street well project

Residents in a section of Manning are being urged to participate in door-to-door income surveys beginning Monday, April 5, as the city works to secure grant funding for the proposed Dinkins Street Well Project.

Santee-Lynches Regional Council of Governments, along with members of the Manning Fire Department and other volunteers, will canvass the neighborhood next week to collect survey information needed for a Community Development Block Grant application through the South Carolina Department of Commerce.

Because the grant process is time-sensitive, city officials are encouraging residents in the survey area to respond if someone comes to their door. The surveys will help determine whether the neighborhood qualifies as a low- to moderate-income area eligible for funding.

Residents who are contacted will be asked to provide a name, the total number of people living in the household and a range for total household income. Officials said the information collected will remain confidential and is intended to support funding for upgrades to aging water infrastructure in the area.

If approved, the City of Manning’s proposed Dinkins Street Well Project would include construction of a new deep groundwater well on city-owned property along Dinkins Street inside Manning city limits. The project is aimed at improving water supply facilities in one of the city’s older service areas.

The survey area is bordered by Memorial Street to the north, Harvin Avenue and Walker Street to the east, Nelson Circle and Canal Street to the south, and Brooks Street to the west.

Residents in the affected area are encouraged not to ignore the survey effort, as participation could play a key role in helping the city qualify for funding for long-needed water system improvements in the neighborhood.
