SHOPLIFTING
On March 9, while working off-duty security at Piggly Wiggly within the city limits of Manning, an officer was alerted by the manager that a possible shoplifting was in progress. The manager identified the subjects to the officer. The officer then made contact with the subjects at the cash register. The officer initially only made contact with the subject that was carrying a backpack that the officer was told the shoplifted merchandise was in. The officer asked the subject to step to the service counter so the matter could be investigated. The subject initially threw his backpack to the ground and walked behind he other subject involved. The first subject was ordered to pick up his backpack and proceed to the service counter, to which he complied. Once at the service counter, it was explained to the subject (later identified as a juvenile) that he was suspected of shoplifting and that the merchandise was suspected to be in his backpack. The juvenile was asked to open the backpack and upon doing so, several packs of meat bearing Piggly Wiggly price tags were observed in the bag. The juvenile was then detained with assistance from another officer who was on scene until camera footage could be reviewed. While speaking with the juvenile, the manager advised that the other male party was also involved, stating that he was the one placing the items into the backpack. The male party, identified as Frank Fleming, was also detained. The officer was able to locate and review footage of the incident. Video footage shows the juvenile party stop on aisle 5 and then Fleming took items from his cart and placed them into the juvenile’s backpack while it was still on his back. Officers then retrieved the items from the backpack and found 2 packs of cheese, 2 t-bone steaks, 1 New York strip steak, 1 family pack of short ribs, and 1 stick of butter that was removed from a 4 pack. Total of all items was $113.12. Fleming was advised that he was under arrest for shoplifting and transported to the Clarendon County Detention Center by an officer without incident. The juvenile was transported to the Manning Police Department by another officer for juvenile petitions and to wait for his aunt. Following juvenile petitions, the juvenile was released to his aunt. Officers cleared without further incident.
