Illegal burning
On Jan. 8, 2025, an officer responded to a location in Manning in response to illegal burning. Upon arrival, the officer spoke to a firefighter with the Manning City Fire Department who stated they were dispatched for illegal burning. The fire fighter stated the homeowner, Misti Holladay, has been told by the fire department and the police department several times prior that she cannot burn at night or without a burn permit. The officer spoke to Holladay who stated she was not aware that she could not burn. The officer issued Holladay a citation for illegal burning and cleared the scene without further incident.
Simple possession of marijuana and pills
On Jan. 14, 2025, an officer was parked in the parking lot of John Deere within the city limits of Manning when they observed a blue Tacoma passing by that was missing a tag light, making the license plate unreadable. At that point, the officer initiated a lawful traffic stop on the vehicle, which bore a Missouri license plate, on Boyce Street just outside the city limits at Poston Lane. The officer approached the vehicle on its passenger side and made contact with the driver who identified himself as Markeem Williams. The officer requested Williams’s driver’s license and vehicle information. Williams stated that he did not have a license because he needed to pay to take classes to have it reinstated and he was unsure if it was suspended or not. The officer then asked Williams if there was anything inside the vehicle. Williams acknowledged that there was and handed the officer a clear plastic bag containing a green leaf-life substance consistent with marijuana. Additionally, the officer inquired whether Williams had consumed any alcohol. Williams replied that he only had a wine cooler inside his cup. At this point, the officer instructed Williams to step out of the vehicle. While Williams was outside, the officer conducted a frisk for weapons or contraband. Williams then informed the officer that there were some pills in the glove box that did not belong to him. A second officer then arrived at the scene and ran Williams’s SC ID through dispatch which confirmed Williams’s license was suspended due to a DUI and unpaid traffic tickets. Williams was subsequently placed under arrest for driving under suspension and transported to the Clarendon County Detention Center for booking. All items were seized and placed in evidence for destruction.
