SHOPLIFTING
On Sept. 6, a detective with the Manning Police Department responded to a call at Walmart located within the city limits of Manning in reference to a shoplifting complaint. Upon arrival, the detective spoke with the complainant who stated that the defendant, Dorothy Richburg, was caught trying to shoplift an item. The complainant stated that Richburg had a door wreath that was $24.97 but she also had an item within the wreath that was $.97 and that she rang up the $.97 item instead of the wreath itself at the self checkout in an attempt to deprive the store of the merchandise valued at $24.97. The security footage was reviewed, and the detective issued a citation for shoplifting and Richburg was transported to the Clarendon County Detention Center.
VANDALISM OF PROPERTY
On Sept. 16, an officer with the Manning Police Department responded to a call within the city limits of Manning in reference to vandalism of property. Upon arrival, the officer spoke with the complainant who stated he went into a store and when he left the store he noticed his bicycle was not where he left it and when he did locate the bicycle, it was at the rear of the parking lot. He noticed that the rim and front tire were damaged on the bicycle, causing it to be non-functioning. Upon reviewing the camera footage, it showed that a black male with a heavy build wearing a white to red fade shirt and red shorts with green slide shoes exited an electric blue Toyta Camry, got on the bicycle, and rode it around the parking lot before attempting to jump a curb with it which caused the subject to crash the bicycle and cause damage to the bicycle. Upon realizing that he damaged the bicycle, the subject ran and got back into the car. The officer was able to get the first digit of the license plate but due to the digitized and pixelated nature of the recording, the rest of the tag was unreadable. The officer issued a case number card and cleared the scene without further incident. Body cams were used.
DISORDERLY CONDUCT
On Sept. 21, an officer from the Manning Police Department was dispatched to assist Clarendon County Sheriff’s Deputies with a call within the city limits of Manning in reference to an intoxicated person. The officer arrived on scene and spoke with the complainant who stated that the subject, who he identified as Antoine McFadden, was highly intoxicated. The complainant stated that McFadden has an abrasion to the side of his head and ear. The officer then spoke to McFadden who was clearly heavily intoxicated. McFadden could not tell the officer what his address was or where he was coming from. McFadden had a large bottle of vodka which was almost empty in his possession. The officer placed McFadden under arrest for public intoxication and transported him to the Clarendon County Detention Center, where a fit for confinement evaluation was done on McFadden due to the abrasion on his head. Once McFadden was checked by multiple nurses, it was determined that McFadden was not fit for confinement due to multiple issues. After consulting his supervisor, the officer released McFadden to the hospital and gave him a citation. The hospital later contacted dispatch to inform them that McFadden had left the hospital against medical advisement.
