UNLAWFUL USE OF TELEPHONE TO 911

On June 27, officers were dispatched to the 500th block of Skyview Dr. in reference to a Leonard Mincey, 53, contacting 911 dispatch multiple times to attempt to speak to his wife. An officer made contact with Mincey via telephone to advise him that officers responded to his residence earlier in the day and while on scene, they requested EMS due to his wife stating she was having chest pains. Mincey was present when this took place. The officer advised Mincey to only contact 911 for emergencies and to not contact dispatch multiple times in reference to the same issue.  Mincey continued to repeatedly contact 911 dispatch via the 911 line and the non emergency line stating the same thing as well as being rude and disrespectful to dispatchers. An officer then met with Mincey to advise to only contact 911 for emergencies. The officer also reassured him that his wife was located at the hospital and would return back home or contact him as soon as she could. Mincey continued to contact dispatch approximately five times afterward via the non emergency line and approximately two more times on the 911 line. Officers responded back to Mincey at his residence and placed him under arrest for misuse of 911. They then transported Mincey to the Clarendon County Detention Center.

MOTOR VEHICLE THEFT

On June 15, officers from the Manning Police Department were dispatched to Lovely Nails at 1980 Paxville Hwy in reference to a stolen motorbike.  An officer arrived on scene and spoke to the complainant, who works at Lovely Nails. He stated that he parked his motorbike, which was confirmed to be a BMS Pro-X 125 by photo, outside of the store when he came to work. He stated that he noticed that it was missing and then called law enforcement. A customer in the store stated that they saw the bike outside the store earlier.

The complainant stated that he did not have the bike registered because he had just purchased it not long ago. He stated that he had the paper work from where he bought the bike but it was at home and he would turn it in the following day.

The officer reviewed camera footage from both front exits of Wal-Mart at 2010 Paxville Hwy and did not see the motorbike exit from there.

ANIMAL CRUELTY

On June 3, officers with the Manning Police Department responded to the 1100th block of Ashton Trace in reference to an animal cruelty complaint.  Upon arrival, officers made contact with the resident, Gregory Brailsford, 64, and advised him of the complaint and that video footage was sent to the MPD. When questioned, Brailsford reluctantly admitted that he did slap his 6-8 month old puppy before throwing it into his apartment. Brailsford stated that he did that because it’s hard to get the animal indoors. Brailsford was advised that officers would be taking the puppy and he would be charged with cruelty to animals under city ordinance. Officers took possession of the puppy and transported it to the city kennels until arrangements could be made to take it to the animal shelter. Brailsford was issued a citation for cruelty to animals.
