Manning City Council met on April 9th for its regularly scheduled monthly meeting.

After the invocation and pledge, recently reelected council members and the mayor were sworn in.

Mayor Julia Nelson, District One Councilman Clayton Pack, District Four Councilman Johnny Gordon, and District Six Councilwoman Sherry Welle all took the oath of office again at the meeting. The election was held on April 2nd. Each incumbent ran unopposed apart from Welle, who was challenged by an unsuccessful write-in candidate.

After the swearing in ceremonies, Councilwoman Diane Georgia was elected Mayor Pro Tem for the City.

Next on the agenda was a second reading for Zoning Ordinance number 2024-01(M). This ordinance is to rezone property located on Kennedy Lane, Tax Map Number 169-15-09-015-00, owned by Imogene K. Hodge and Winston Hodge, from developmental district to general residential. The second reading passed.

Subsequently, a resolution was passed to declare the results of the General Election held in the City of Manning on April 2nd, 2024.

The City of Manning Employee handbook, dated April 9th, 2024, was approved, along with a resolution approving the City of Manning's Safety Policy and Procedures Manual, also dated April 9th, 2024.

After the handbook and manual approvals, the first reading of Zoning Ordinance number 2024-01T was read. This ordinance is to amend the city’s zoning ordinance to mandate that eating and drinking establishments in the Core Commercial District cease operations no later than 12am. For clarification, the establishments must be closed by 12AM, not necessarily emptied. Employees may still be present cleaning the establishments. The first reading passed.

Council then approved to transfer $4000 from Water Line Installation line item to the Unforeseen Repairs line item.

Lastly, council went into executive session but upon their return, no further action was taken.

Manning City Council will have its regularly scheduled meeting in May.
