On December 07, at approximately 7:39 PM deputies with the Clarendon County Sheriff’s Office, Clarendon County EMS, and Clarendon County Fire Department responded to a shooting call with injuries at 1042 Louis Street, which is in the Summerton area of Clarendon County. A 23-year-old black male identified as Eli Jobi Ragin was found to be deceased at the scene with apparent gunshot wounds. The Clarendon County Sheriff’s Office contacted S.L.E.D. forensics to help process the scene. On December 08, investigators continued working the investigation throughout the day and night. An arrest warrant was obtained on Xavier Marquise Phillips, age 24. The subject was arrested without incident on the night of December 8th. Xavier Phillips was charged with murder, assault and battery 2nddegree (2 Counts), and possession of a weapon during a violent crime.
