Turbeville woman, Kingstree men charged in alleged theft ring

A 35-year-old Turbeville woman has been charged for her alleged role in a theft ring that includes two Kingstree men.

Tiffany Daniel Welch, 35, of Clarence Coker Highway in Turbeville, faces charges of three counts of forgery of a value of $10,000 or more; six counts of petit larceny; one count of first-degree burglary; one count of possession of a Schedule I substance, first offense; two counts of larceny of a value more than $2,000, but less than $10,000; one count of the possession of or making implements capable of being used in a crime; and two counts of third-degree burglary, first offense.

She was arrested along with Curtis Lacey Green, 36, of 56 Timmons Lane in Kingstree, and Carl Belton Burrows, 30, of 1000 3rd Avenue in Kingstree, 30, on July 22, on S.C. 377 in Salters after investigators found the trio allegedly throwing stolen items off a bridge into the river.

Welch, Green and Burrows were also allegedly in possession of various pieces of stolen property.

Green was charged with seven counts of forgery of a value of $10,000 or more; 12 counts of petit larceny; one count of first-degree burglary; one count of possession of a Schedule I substance, first offense; two counts of larceny of a value more than $2,000, but less than $10,000; one count of the possession of or making implements capable of being used in a crime; and two counts of third-degree burglary, first offense.

Likewise, Burrows was charged with three counts of petit larceny; one count of first-degree burglary; one count of possession of a Schedule I substance, first offense; larceny of a value more than $2,000, but less than $10,000; one count of possession of or making implements capable of being used in a crime; and one count of third-degree burglary, first offense.

According to warrants for the trio, they were apprehended while "throwing items off the bridge from several burglaries, and did have a pink bag in the vehicle that contained binoculars, a butter knife, gloves, a flashlight and other items they used in at least four burglaries."

During the arrest, Williamsburg County deputies found a clear plastic bag containing an off-white in color powdered substance believed to be heroin, according to a warrant for Green.

"The suspects committted numerous burglaries, larcenies and forgeries to supply a heroin addiction," reads a release from the Williamsburg County Sheriff Office provided by Sheriff Dudley Musier.

Deputies alleged that the trio, between March 18 and the time of their arrests, were allegedly responsible for the following incidents:

* Entering a home in the 6800 block of Thurgood Marshall Highway in Williamsburg County on or about March 18, and taking an antique Texaco sign valued at $800 and three John Deere tractor fenders valued at $600. Welch was not named in this action.

* Entering a home in the 6800 block of Thurgood Marshall Highway in Williamsburg County on or about March 19, and taking a generator valued at $400, before then selling it at the Old Trash Antique Store. Welch was not named in this action.

* Entering the Salters Railroad Station at 111 Depot St. in Williamsburg County between July 20-22 and taking an antique boat, a replica boat, a whiskey jug and antiques valued at $3,050.

* Between 11 p.m. July 21 and 5 a.m. July 22, entering a home in the 6200 block of Thurgood Marshall Highway in Williamsburg County and taking a wagon wheel valued at $500.

* Entering the Springfield Plantation Clubhouse between 8:45 p.m. July 20 and 7:05 a.m. July 21 and taking a 55-inch Pioneer TV and remote valued at $1,500; and an antique wooden clock and a framed Ben Roethlisberger autographed football jersey and two wooden tobacco baskets, altogether valued at $1,100.

* Between May 18 and June 25, allegedly forging at least a dozen checks on the same account with a Greeleyville bank in varying amounts between $60 and $160 and cashing them.

* Between 11 p.m. July 21 and 5 a.m. July 22, taking a Dewalt lithium drill 20V valued at $200 out of a truck parked in the 6100 block of Thurgood Marshall Highway in Williamsburg County.

* Between 11 p.m. July 21 and 5 a.m. July 22, entering a home in the 7000 block of Thurgood Marshall Highway in Williamsburg County, and taking several cast iron pots valued at $500; an eight-foot ladder valued at $100; and an old push lawn mower valued at $50.

The suspects appeared before a Williamsburg County magistrate judge July 28, according to the Williamsburg Public Court Index. Welch received a $55,000 cash or surety bond for her charges, while Green received a $77,125 cash or surety bond and Burrows received a $46,000 cash or surety bond.

Williamsburg deputies say that charges in Florence and Clarendon counties are pending. Manninglive.com is awaiting information from the Clarendon County Sheriff's Office regarding local charges.
