James Jamar Graham, 27, of 206 Harvin St. in Manning, was charged about 9:21 p.m. Sunday with possession of marijuana with intent to distribute during a traffic stop. According to reports from the Manning Police Department, Graham was the passenger in a vehicle stopped near the Clarendon County Sheriff's Office due to a defective tag light. Patrolman 1st Class William B. Secrist II reported a smell of marijuana coming from the vehicle. Graham ultimately showed Secrist 12 individually wrapped bags of marijuana.
