Frierson appeals Election Commission decision

Gloria Frierson, who lost a runoff for the District 5 seat on Manning City Council by one vote, has filed an appeal of the Manning Election Commission's decision to uphold the results of that runoff. Julius Dukes Jr. was confirmed as the winner of the runoff, 48-47, last week by the commission after a protest hearing held at Frierson's behest. Mary Adger with the city of Manning said Dukes may not be sworn in to the City Council seat formerly held by the late Gregory Witherspoon until the appeal is complete. Frierson's appeal will be heard in 3rd Circuit Common Pleas court at a yet-to-be-determined time.
