The Sumter County Regional HOME Consortium is pleased to announce the availability of $2,367,350 in HOME Investment Partnerships Program American Rescue Plan (HOME-ARP) funds and is seeking applications for projects. The HOME-ARP program aims to assist individuals or households who are experiencing homelessness, at risk of experiencing homelessness, and other vulnerable populations, by providing funding for rental housing, non-congregate shelters, and supportive services. HOME-ARP funds can be used for the following activities:
Acquisition, rehabilitation, or construction of affordable rental housing primarily for
occupancy by households of individuals and families that meet the definition of one or
more of the qualifying populations;
Acquisition of land and construction of HOME-ARP non-congregate shelters (NCS) or
acquisition and/or rehabilitation of existing structures such as motels, hotels, or other
facilities to be used for HOME-ARP NCS;
Operating expenses of CHDOs and other nonprofit organizations that will carry out
activities with HOME-ARP funds (Operating costs must not have a particular final cost objective, such as a project or activity, or must not be directly assignable to a HOME-ARP activity or project.); and
Supportive services listed in a) section 401(29) of the McKinney Vento Homeless Assistance Act (“McKinney-Vento Supportive Services”)1 (42 U.S.C. 11360(29)); b) homelessness prevention services under the regulations at 24 CFR 576.102, 24 CFR 576.103, 24 CFR 576.105, and 24 CFR 576.106; and c) housing counseling services defined at 24 CFR 5.100 and 5.111.
HOME-ARP funds must be used to primarily benefit individuals or families from the following qualifying populations:
Homeless, as defined in 24 CFR 91.5 Homeless (1), (2), or (3);
At risk of Homelessness, as defined in 24 CFR 91.5 At risk of homelessness;
Fleeing, or Attempting to Flee, Domestic Violence, Dating Violence, Sexual Assault,
Stalking, or Human Trafficking, as defined by HUD Notice CPD-21-10; or
Other Populations, where providing supportive services or assistance under 212(a) of NAHA (42 U.S.C. 12742(a)) would prevent the family’s homelessness or would serve those with the greatest risk of housing instability. This includes households earning no greater than 50% AMI and exhibiting characteristics associated with instability and an increased risk of homelessness, such as high to severe rental housing cost burden (paying more than
30%-50% of gross household income toward housing costs).
Applications for funding will be made available Friday, March 17, 2023, on Santee Lynches Council of Governments’ website: https://www.santeelynchescog.org/housing. The application will remain open until all available funding has been awarded. Funding will be awarded as forgivable loans. There is no minimum or maximum funding amount that can be requested in response to this Notice.
Mandatory Technical Assistance Application Workshop
Santee Lynches COG will host a mandatory application workshop to review the application process, project eligibility, and provide information to assist with application preparation. Attendance is required for all applicants. Applications will not be accepted from any organizations not represented at the workshop.
Submission Instructions
Applicants for HOME assistance must submit the following items:
1) one (1) original and one (1) copy of the complete application package
2) one electronic copy via email, including budgets attachments in provided excel format
