Breach of trust

On Dec. 13, 2024, a complainant contacted the Manning Police Department to file a report regarding a breach of trust. The complainant stated that they had found the suspect, Tierra Bellow, on Instagram where she was promoting web design work. The complainant stated that they contacted Bellow in reference to getting a web page created. They came to the agreement that the complainant would pay Bellow a deposit of $75 and Bellow would make her a web page. The complainant stated that they paid Bellow on Nov. 16, 2024 but Bellow has not been responding to any messages nor has she produced a web page. The complainant resides out of state while Bellow resides in Manning. The complainant also stated that they found multiple people online having the same issue with Bellow.

Dumping litter on private or public property

On Nov. 2, 2024, an officer with the Manning Police Department spoke with a complainant on the telephone in reference to littering at Brunch-o-Holiq located in the city limits of Manning. The complainant informed the officer that this is an ongoing issue and that trash is being placed at the rear door of the business that prevents the complainant from going into the business. The complainant stated that there are no cameras at the business at this time but they plan to get cameras very soon. The officer completed the report and advised the complainant to file another report if trash is left at the door of the business again. The complainant stated they would and that they wish the person would stop dumping trash at their business.

Tresspass of real property

On Nov. 18, 2024, officers responded to Family Dollar within the city limits of Manning in reference to a black male urinating behind the building with possible exposure. Upon arrival the officers immediately identified the male as Donald Walters. The officers knew Walters from previous encounters. Walters was on trespass notice for the property and the adjoining property. Walters was located in the parking lot beside both businesses but still on Family Dollar property. Officers were also advised that several witnesses placed Walters at the property. Walters stated that he entered the property to go behind the building. Walters was placed under arrest for trespassing after notice and transported to the Clarendon County Detention Center without incident.

Found property

On Nov. 6, 2024, an officer responded to a report of an abandoned bicycle on the side of the road located at Richburg Road at Commerce Street within the city limits of Manning. Upon arrival, the officer found a nice bicycle lying on the ground near the ditch in the grass. The bike had no damage, meaning it had not been struck and both tires were aired up. The officer checked the area and found nothing suspicious. The officer had the bike picked up and transported to Manning Police Department. The bike is a grey Huffy with black decals, 6 speed rock creek 24 inch mountain bike with a chain on the front rim and a combination type lock. The officer cleared the scene without incident.

Failure to stop for a blue light

On Jan. 8, 2025, an officer responded to the area of Sumter Street and Rhame Street located in the City of Manning in reference to gun shots or fireworks being heard as well as someone spinning tires. The officer turned down Sumter Street from Brooks Street and could see a red Charger spinning tires from Rhame Street on Sumter Street. The officer activated blue lights to start a lawful traffic stop on the vehicle. The Charger began to accelerate at a high rate of speed down Sumter Street and crossed Boundary Street continuing down Sumter Street. The officer advised dispatch of a chase in progress and gave out a description and direction of travel. The Charger continued to Weinberg Street and lost control and struck a tree. The driver then exited the vehicle and ran on foot into the woods. The Clarendon County Sheriff’s Office arrived and a K9 was requested to track the suspect. The Sheriff’s Office advised after tracking the suspect that it appeared they had been picked up by a vehicle due to the K9 losing scent. An officer called for a tow truck and a tow truck responded. The officer inventoried the vehicle and noticed a beer can cold to the touch in the driver floor board. The license plate on the Charger came back suspended and was taken from the vehicle by an officer and turned into the SCDMV. At this time it is unknown who the driver/suspect is. The SC Highway Patrol responded as well to complete a wreck report for the collision due to it being involved in a chase. All units cleared the scene with nothing further at this time.
