Suspect accused of touching girl arrested, was registered sex offender

The Manning Police Department has arrested a 66-year-old man accused of touching a 9-year-old girl inappropriately in a local department store Saturday morning. Louis Cornealis Brown of 2072 Governor Richardson Road in Summerton faces a charge of third degree criminal sexual conduct with a minor younger than 11, according to Manning Police Chief Blair Shaffer. Brown was arrested Saturday evening, hours after the alleged incident in Walmart. A 9-year-old girl told her great-grandmother that Brown had touched her twice on the buttocks. The woman confronted Brown, who denied the accusation. She then alerted authorities, who put out a photo of the suspect and his truck through manninglive.com. According to the Clarendon County Public Court Index, Brown was already registered as a Adult Tier III sex offender. He pleaded guilty Nov. 9, 1992, to first-degree criminal sexual conduct, receiving a sentence of 30 years in prison. He also has prior convictions from the 1980s for peeping, voyeurism and aggravated voyeurism, according to court records
