Police: Man charged with PWID marijuana after 'passing out in roadway'

A 37-year-old Manning man was arrested about 2:45 a.m. April 23 and charged with possession with intent to distribute marijuana, possession with intent to distribute marijuana in proximity of a school and disorderly conduct. According to reports from The Manning Police Department, police found Marvin Nayon Smith, 37, of 1041 Dudie Court in Manning, allegedly "laying beside the roadway (on Breedin and Boundary streets) passed out." "Smith was very intoxicated, and once he was (awakened), he became very angry and started yelling profanity," reads a report from police. "Smith was placed under arrest for disorderly conduct." Subsequent to his arrest, a search of his person produced 24 individual plastic bags of a green, leafy substance believed to be marijuana. The weight of the suspected marijuana was 24 grams. \Smith was within one half-mile of Manning Elementary School at the time of his arrest. He was taken to the Clarendon County Detention Center after his arrest.
