Tanner renews administrator's contract with city

Manning Administrator Scott Tanner will be with the city for at least another year after having his contract renewed last week by City Council. Council members voted unanimously March 21 after a short executive session during their regular monthly meeting to renew their contract with Tanner, who has served as city administrator since Sept. 30, 2013. "Scott has done a great job for us during his time here," said Manning Mayor Julia Nelson. "We are fortunate to have him and look forward to working with him for the next year." Nelson said the city administrator's contract comes up for negotiation after every City Council election. "After a new council is in place, we then look at the renewal of the contract," Nelson said. The most recent council election was held in summer 2015. It was a special election to fill the vacant District 5 seat left after the death in March 2015 of Gregory Witherspoon. Julius Dukes claimed the seat in a tight election, but challenger Gloria Frierson sued in Common Pleas Court. The case was ultimately resolved, and Dukes was sworn-in October 2016. "I am glad to be working with the city," said Tanner, who previously served as city administrator in Johnsonville for seven years. City Council selected Tanner after receiving nearly 50 applications. Council received 25 applications in the first round to replace former administrator Pat Goodwin, but disqualified all of them. After advertising the position once again, council again received 25 resumes and asked the South Carolina Municipal Association to help with the selection. "He was highly recommended by the Municipal Association," Nelson said. "His demeanor stood out. I thought he was an excellent fit for our city in 2013, and he has done a great job for us." Nelson's initial annual salary was $72,000, which was increased to $75,000 after six months. Tanner, who holds a master's degree in business administration from the University of South Carolina, said he and his wife had looked at the Manning area before he ever applied for the position. "We were extremely impressed by the city, and we've enjoyed our stay here," he said.
