A man from Savannah, Georgia, and a woman from West Palm Beach, Florida, spent the Fourth of July holiday in custody at the Clarendon County Detention Center after being charged with possession of burglary tools, possession of stolen property and identity theft. Deputies with the Clarendon County Interstate Crime Enforcement Team stopped Tavaris Smith and his passenger, Phoebe Hernandez, about noon Monday on Interstate 95 for speeding. "The driver switched from the driver's seat to the passenger's seat and was going to attempt to flee from the vehicle," said Sheriff Randy Garrett. "Units with the ICE team quickly detained the driver and passenger before they could flee on foot." Deputies observed small amounts of marijuana stuck to the driver's shirt and pants, Garrett said. "Deputies could also smell the strong odor of burnt marijuana coming from inside the vehicle," he siad. "They conducted a search of the vehicle and located several driver's licenses, Social Security cards and credit cards." Garrett said that alleged burglary tools were also found. "These are the types of tools you would see used to break windows," he said. He said ICE team deputies are contacting victims listed on the driver's licenses and Social Security cards to find out where the alleged thefts occurred. "This is so the proper agency can be contacted to assist in the investigation," Garrett said.
