Kingstree man charged with possession with intent to distribute

A 42-year-old Kingstree man was arrested about 1:10 a.m. April 10 after being stopped at a safety checkpoint in the area of Boyce and Barfield streets in Manning. Kelvin Leonard Owens of 33 Segres Road in Kingstree was charged with possession of crack cocaine with intent to distribute and possesion of marijuana after police found him as a passenger in a vehicle at the checkpoint. Police reported a "strong odor of marijuana" coming from the vehicle and observed Owens, an alleged passenger in the vehicle, move something between the seats with his hands. A search of the vehicle produced one clear, plastic bag of a green, leafy substance suspected to be marijuana and a clear, plastic bag containing an off-white rock-like substance suspected to be crack cocaine. A search of Owens' person found, according to rports, a $20 bill folded up with a green, leafy substance suspected to be marijuana. Owens was transported to the Clarendon County Detention Center.
