A 26-year-old Manning man was arrested about 10:11 p.m. April 4 by the Manning Police Department after allegedly stealing a bicycle from a business in the 2000 block of Paxville Highway and police found six bags of alleged marijuana during a subsequent search. Charles Erwin Epps, 26, of 619 Woodside Drive in Manning, was charged with shoplifting, second or subsequent offense, and possession of marijuana with intent to distribute, after an employee with the store alerted police that a suspect had left the store riding the bicycle he had allegedly stolen at 9:26 p.m. that day. Reports indicate that police found the man close by. A search showed that he had two knives in his pockets, along with three individual clear plastic bags of suspected marijuana. The suspect also had three similar bags at his feet when initially confronted by police. Estimated weight of the marijuana was 6.35 grams. Store employees told police that the man had destroyed the gear system on the bicycle, a Schwinn Sidewinder valued at $149. He was transported to the Clarendon County Detention Center. A records check show Epps was granted a $5,000 cash or $10,000 surety bond on both charges by Magistrate Shayne Stephens on April 12, but records do not indicate that bond has been paid.
