DC murder suspect refuses waiver of extradition from Manning jail

A 20-year-old man arrested Monday in Clarendon County for his alleged role in the execution-style killing of a Washington, D.C. man has refused a waiver of extradition back to that jurisdiction. William Lee Lewis IV was apprehended about 5 p.m. Monday at Forest Villa Apartment Complex off Fleming Circle in Manning after the Clarendon County Sheriff's Office received a tip that a suspect wanted for an out-of-state murder was in the Clarendon County area. The Metropolitan Police Department reported to the Washington Post in November that Lewis was wanted in connection to a murder Nov. 3 in southeastern Washington, D.C. According to reports, police found 19-year-old Tyree Banks fatally shot at his home in the 5000 block of Benning Road SE about 3:30 p.m. Nov. 3, and Banks later died at an area hospital. The cause of death was reported as gunshot wounds. “We checked all the details out with D.C. police, and we were able to find that he was in the system with warrants for murder,” said Garrett. “We determined a little later that he was at Forest Villa Apartments.” Deputies responding to the complex found Lewis in one the closet of one of the apartment’s units. Garrett said he was told by D.C. authorities that the alleged murder was caught on video. He added that he believes Lewis has family in Clarendon County, but that he is not from here. “I think he lives right there in D.C.,” Garrett said. “This was a great arrest by our deputies. We found out he was here about 3 p.m. and by 5 p.m., he was in custody.” Lewis is currently being held at the Clarendon County Detention Center. Garrett said Monday that it could take up to two weeks for extradition back to Washington, D.C., if the suspect fought extradition, and that a hearing would have to be held at the jail. Jail officials said no extradition hearing has been scheduled as of Thursday afternoon.
