Howard Lavern Harrington, 57, of Manning, was charged about 6:36 a.m. May 8 at a business in the 100 block of South Mill Street in Manning and charged with littering.
According to reports, police were checking the back of the property, and Senior Cpl. Creighton Cheek discovered Harrington inside the building sleeping, and found several empty King Cobra beer cans and an empty bottle of Canadian Superior Whiskey.
