A 37-year-old Manning man was arrested twice in one week by the Manning Police Department.
Otis Ulysses Dow of 2179 Alex Harvin Highway in Manning faces charges of shoplifting from March 25 and possession of marijuana, disorderly conduct and resisting arrest from May 28.
According to reports, Dow was arrested first about 4:48 p.m. March 25 after an employee with a store in the 100 block of North Brooks Street told police she saw the suspect leave the store with a bulge under his hoodie. She followed and saw Dow allegedly rush toward the parking lot of Clarendon Behavioral Health on North Church Street, where he discarded the things in his jacket.
The woman saw in the bushes boxes containing portable headphones valued at $10 and portable speakers valued at $14.99. Law enforcement apprehended Down further down Church Street, according to reports.
Dow was taken to the Clarendon County Detention Center. Bond information was unavailable, but reports show Dow was apprehended about 1:19 p.m. March 28 at a store on Sunset Drive in Manning after police initially responded to a lockout call.
Cpl. W.B. Secrist II reported helping a man unlock his truck, and hearing "someone yelling obscene language (at the store)." Dow allegedly jumped into a van and shut the door in Secrist's face. Secrist opened the door and placed cuffs on Dow, telling him he was under arrest.
Secrist went to adjust one of the handcuffs and Dow allegedly jerked his arm, put his right hand in his pocket and pulled out a blunt filled with suspected marijuana. Dow allegedly elbowed Secrist and tried pushing him away, and Secrist delivered a knee strike to Dow's lower body, causing the suspect to stop resisting.
