Secrist opened the door and placed cuffs on Dow, telling him he was under arrest. Secrist went to adjust one of the handcuffs and Dow allegedly jerked his arm, put his right hand in his pocket and pulled out a blunt filled with suspected marijuana. Dow allegedly elbowed Secrist and tried pushing him away, and Secrist delivered a knee strike to Dow's lower body, causing the suspect to stop resisting.
