Connie Michele White, 38, of 3120 Hector Walker Road in Manning, was arrested 1:55 p.m. Sept. 4 and charged with possession of a Schedule II-controlled substance, first offense, after the Manning Police Department found a syringe with heroin in her vehicle during a traffic stop. According to reports, Private 1st Class William B. Secrist II was dispatched by the S.C. Highway Patrol about 12:54 p.m. to be on the lookout for a purple SUV traveling on U.S. 521 toward Manning. Secr4ist located the suspected vehicle on U.S. 521 near Prothro Chevrolet as White was driving south on Church Street. At the traffic light just after the dealership, Secrist got behind White's purple Geo Tracker and noticed her "lay her head down and appear to go out of consciousness." "When the light turned green, Mrs. White did not move until several seconds later," the report reads. Secrist initiated a traffic stop in the rear parking lot of Maxway. He reported that she had bloodshot eyes and slurred speech. White said she had not been drinking and that she only took prescriptions. Secrist reported that White failed field sobriety tests. A search of the vehicle revealed a hypodermic needle in White's black purse. The needle contained suspected heroin. Ther3e were also three small wax paper envelopes containing a white, powdery substance. White refused to give breath, blood and urine samples at the Clarendon County Detention Center. She was granted a $2,500 personal recognizance bond and gained release from the jail Sept. 5.
