Commission upholds District 5 runoff results

The Manning Election Commission upheld Tuesday afternoon the results of the runoff election for Manning City Council District 5, despite a protest from candidate Gloria J. Frierson. Frierson lost last week's runoff by one vote. Winner Julius Dukes garnered 48 votes overall. Frierson challenged two supposed absentee voters who Clarendon County Voter Registration Director Shirley Black-Oliver admitted lived outside the district. However, Black-Oliver testified at length that she had no way of knowing if those two voters - who live on Walker Street - actually voted. She said she only knows they applied for an absentee ballot. Attorney David Weeks, who represented Frierson, said he would appeal the commission's decision to the 3rd Circuit Court. Dukes will be sworn-in at the next Manning City Council meeting in August.
