The Manning Election Commission upheld Thursday morning the results from Tuesday's runoff for the District 5 seat on Manning City Council. Julius Dukes was declared the winner, with 48 votes to Gloria Frierson's 47. The commission also discussed a provisional absentee ballot, voting that the signature from the ballot did not match the signature on record for the voter. Frierson protested, saying the woman in question had Alzheimer's. She said she would present a family member of the woman as a witness at any subsequent hearing. Mary Adger said a hearing would be held within 48 hours - not counting weekends - from the time of this morning's filed protest.
