A little more than 3 percent of registered voters eligible to vote in the runoff to decide the District 5 set on Manning City Council. Julius Dukes Sr. and Gloria Frierson were both the top candidates in the special election held July 8 to fill the unexpired term of the late Gregory Witherspoon, who died in March. Votes will be counted tonight. Poll manager June Brailsford said only 18 of 555 registered voters living in District 5 had voted by 2 p.m. Tuesday. Polls are open through 7 p.m.
