East Clarendon High School graduate and former Manning Police Department Patrolman 1st Class James Cameron "Cam" Welsh will graduate 2 p.m. Friday at the Criminal Justice Academy in Columbia from basic training with the S.C. Highway Patrol. Welsh, 25, will then patrol in Clarendon and Sumter counties, according to Sgt. Bob Beres.
