Former officer and Clarendon County Sheriff's deputy Rick Elms has come home, rejoining the Manning Police Department as a detective in investigations. Manning Mayor Julia Nelson presided over Elms' swearing-in ceremony on Thursday at Manning City Hall as Elms' family stood nearby.
