The Manning Municipal Election Commission has announced a special election for the District 5 seat held by the late Gregory Witherspoon.
Witherspoon died March 20 after an illness. Filing opens noon May 12 and continues through noon May 23 at City Hall, 29 W. Boyce St. in Manning. The fee is $50.
